{"id":52,"date":"2023-11-01T14:34:31","date_gmt":"2023-11-01T18:34:31","guid":{"rendered":"https:\/\/websites.emerson.edu\/cpla\/?p=52"},"modified":"2025-01-27T23:00:38","modified_gmt":"2025-01-28T04:00:38","slug":"the-speaker-saga-three-weeks-of-uncertainty-and-dysfunction","status":"publish","type":"post","link":"https:\/\/orgs.emerson.edu\/cpla\/nation\/the-speaker-saga-three-weeks-of-uncertainty-and-dysfunction\/","title":{"rendered":"The Speaker Saga: Three Weeks of Uncertainty and Dysfunction"},"content":{"rendered":"\n<p>The United States House of Representatives then went more than three weeks without a Speaker, plunging the lower chamber of Congress into uncertainty amidst multiple international crises.&nbsp;<\/p>\n\n\n\n<p>Speaker Kevin McCarthy was <a href=\"https:\/\/www.reuters.com\/world\/us\/mccarthy-says-he-thinks-he-will-survive-leadership-challenge-us-house-2023-10-03\/\" target=\"_blank\" rel=\"noreferrer noopener\">ousted from power<\/a> on October 3 through a motion to vacate brought on by Representative Matt Gaetz.\u00a0<\/p>\n\n\n\n<p>Rep. Gaetz had threatened to bring a motion to vacate forward against Speaker McCarthy for some time, citing concerns that McCarthy did not keep the promises that he made during the initial Speaker election. The most prominent of these promises broken, in Gaetz\u2019s eyes, was McCarthys\u2019 decision <a href=\"https:\/\/www.pbs.org\/newshour\/show\/inside-mccarthys-deal-with-house-democrats-to-pass-11th-hour-funding-plan#:~:text=This%20afternoon%2C%20the%20House%20overwhelmingly,for%20the%20bill%20than%20Republicans.\" target=\"_blank\" rel=\"noreferrer noopener\">to work with Democrats<\/a> to pass a stopgap funding bill to keep the US government open through mid-November.\u00a0<\/p>\n\n\n\n<p>A day after this vote, Gaetz appeared on CNN\u2019s <em>State of the Union and<\/em> said, \u201cI think we need to rip off the Band-Aid [and] we need to move on with new leadership that can be trustworthy\u2026\u201d&nbsp; Gaetz formally introduced the motion to oust McCarthy from power a day later.&nbsp;<\/p>\n\n\n\n<p>The final vote was <a href=\"https:\/\/www.washingtonpost.com\/politics\/interactive\/2023\/house-speaker-vote-kevin-mccarthy\/\" target=\"_blank\" rel=\"noreferrer noopener\">216-210<\/a> in favor of ousting McCarthy, with seven representatives not voting on the motion. Eight Republicans \u2013 Andy Biggs, Ken Buck, Tim Burchett, Eli Crane, Matt Gaetz, Bob Good, Nancy Mace, and Matt Rosendale\u2013 joined 208 Democrats in voting in favor of the motion.\u00a0<\/p>\n\n\n\n<p>Now without a Speaker and no clear front-runner for the position, the House Republicans went through an internal election process to put forward a nominee.&nbsp;<\/p>\n\n\n\n<p>House Majority Leader Steve Scalise initially prevailed in an October 10 secret ballot against House Judiciary Chairman Jim Jordan. Scalise needed to convince the nearly 100 Republicans who supported Jordan to vote for him on the House floor. With around 20 hard-line Republicans opposed to Scalise\u2019s speakership bid, he <a href=\"https:\/\/www.nola.com\/news\/politics\/steve-scalise-dream-to-be-speaker-and-by-hardball-politics\/article_19431f68-6f85-11ee-ba5d-73611afd20e7.html\" target=\"_blank\" rel=\"noreferrer noopener\">withdrew<\/a> from the race on October 12.\u00a0<\/p>\n\n\n\n<p>Another internal vote was held, and Rep. Jim Jordan was declared the next GOP nominee for Speaker in a 124-81 vote, although a second \u201cvalidation vote\u201d put Jordan 65 votes short of winning the Speaker\u2019s gavel. Jordan went through three separate votes on the House floor, where he lost support each time. He <a href=\"https:\/\/www.nbcnews.com\/now\/video\/rep-jim-jordan-drops-out-of-house-speaker-race-196073029588\" target=\"_blank\" rel=\"noreferrer noopener\">withdrew<\/a> from the Speaker race on October 20.\u00a0<\/p>\n\n\n\n<p>Rep. Tom Emmer, the House Majority Whip, became the next Republican nominee for Speaker after winning an internal conference vote 117-97 against Rep. Mike Johnson. At the same time, however, a subsequent ballot revealed that 26 Republicans were hard \u201cno\u201d votes against Emmer. He <a href=\"https:\/\/www.theguardian.com\/us-news\/2023\/oct\/24\/tom-emmer-withdraws-bid-house-speaker\" target=\"_blank\" rel=\"noreferrer noopener\">withdrew<\/a> from the race just hours after winning the nomination, becoming the third candidate to do so.\u00a0<\/p>\n\n\n\n<p>After Rep. Emmer\u2019s withdrawal from the Speaker\u2019s race, members on both sides of the aisle expressed dissatisfaction that the House was still not in order.&nbsp;<\/p>\n\n\n\n<p>On October 24, Rep. Mike Johnson, then-Vice Chair of the House Republican Conference, was put forth as the fourth Republican nominee for Speaker. There was a \u201cvalidation vote,\u201d and there was no vocal opposition to Johnson\u2019s candidacy.&nbsp;<\/p>\n\n\n\n<p>Less than 24 hours later, on October 25, Rep. Johnson was elected the 56th Speaker of the House, beating House Minority Leader Hakeem Jeffries 220-209. He was swiftly escorted to the rostrum, where he took the Oath of Office and began his job as Speaker.<\/p>\n\n\n\n<p>In many political circles, Speaker Johnson is considered to be more of a \u201cMAGA firebrand\u201d in comparison to Kevin McCarthy. Johnson has been a staunch ally of former President Trump, even amidst his current legal battles. Johnson also led the charge in attempting to overturn the 2020 election results in Congress.
